These are two separate fees that Lakeland Section 4 is charged by different entities for each 1,000 that is pumped out of the ground. Lakeland passes these charges onto their customers as a per 1,000 gallon charge. This is why you will see this amount increase on your bill when your water usage increases.
The current rate is a total of $3.58 for each 1,000 gallons that you are billed. Of this $0.11 goes to Lone Star Groundwater Conservation District (LSGCD) and $3.47 goes to the Groundwater Reduction Plan (GRP) that Lakeland Section 4 is a part of (through the San Jacinto River Authority).

Contact the operations or billing office in order to obtain the proper paperwork needed in order to connect water service at a new property. Once the paperwork is completed and the fees are paid you will be given the letter to take to Montgomery County to pull your county building permit.
In order to connect water service (or transfer it into your name) an original (no copies can be accepted) application, all applicable fees and a copy of the applications photo ID must be submitted.
Once all of the fees (cash, check or money order only) and paperwork are received, our office will connect water service to your property within 36 hours.
